Dog population increases dramatically in Europe, because of irresponsible owners and governments that do not enforce laws that could prevent dogs being abandoned, or are born into abandonment.

Many of the municipal enclosures that keep unwanted dogs and cats around Europe are unsuitable for keeping animals according to laws and regulations, and corruption and dishonesty are deeply rooted in this cruel business. It is very common that the imprisoned dogs and cats get food and water only once or twice a week - or never. To die of hunger and thirst is a very slow and painful death, and this happens to thousands of companion animals every day in EU Member States.
