Committee on Petitions
Animal Welfare
Petitions on animal welfare are constant subjects of citizens' petitions, showing growing concern and interest in the matter. A study could examine the implementation of EU directives on animals (on pigs, calves, lying hens, birds, etc), as well as lookin to the potential of Article13 TFEU to take further EU initiatives in the field (such as on stray dogs, pets, etc), notably in the view of the elaboration of a Framework Law on Animal Welfare, as requested by the EP and currently being examined by the Commission.
Children's rights
The PETI committee has received in time a high number of petitions raising concerns in relation to children's rights and has recently decided to fast track petitions on the matter. A number of problematic issues arise in relation to binational couples and alleged discrimination on the basis of nationality in matters of parental responsibility, visitation rights, adoption, abductions, differences in the ECJ and ECHR jurisprudence, etc. The committee intends to follow up the issue in 2015, including inrelation to the Commission guidelines in preparation and the upcoming revision of the Brussels II Regulation on jurisdiction, recognition and enforcement of judgments in matrimonial matters and matters of parental responsibility, through an appropriate study on the matter and taking in to consideration the already available studies on the matter.
